Grease a steaming tray or cake pan with oil and keep it ready.
In a large bowl, combine gram flour, semolina, sugar, turmeric, salt, ginger-green chili paste, lemon juice, and water. Mix until you get a smooth, lump-free batter.
Prepare your steamer and bring the water to a gentle boil.
Add ENO fruit salt to the batter and gently mix. The batter will become light and frothy.
Immediately pour the batter into the greased pan.
Steam for 18–20 minutes over medium heat or until a toothpick inserted comes out clean.
Allow the dhokla to cool slightly before cutting it into squares.
Heat oil in a small pan. Add mustard seeds and let them crackle. Add sesame seeds, curry leaves, and green chilies.
Mix water, sugar, and lemon juice, then pour into the tempering. Simmer for 1 minute.
Pour the tempering evenly over the dhokla. Garnish with coriander leaves and grated coconut. Serve warm with green chutney.
